The city has quietly barred the popular Univer-Soul Circus from including elephants and Tigers at the NYC Shows, court papers reveal. The 18 year-old circus is suing the city over tough new rules which force them to keep the animal acts out of the shows. Circus lawyers say the city, at the last minute, made new rules this year requiring the circus to get a permit to use exotic animals. One irate reviewer wrote on Ticketmaster's website, "There were no animals at the circus !! My kids lost all excitement !!" The circus started March 20 on 149th St. in the Bronx - and personnel were officially told a day later the animals had to get out of town. The circus is currently scheduled to move on - without the animals - to Brooklyn on April 10, and then to Queens in May.
